Committee backs Crescent zoning plan

Zoning regulations that would apply throughout the town of Crescent are headed to the Oneida County Board for approval.

The county's Planning and Zoning Committee on Wednesday recommended a zoning plan backed by the town of Crescent to apply to shoreland and non-shoreland areas and affect more than 2,000 parcels.

Crescent Town Chairman Gary Gobert, County Supervisor Guy Hansen, who represents a ward in the township, and several town residents appeared at the committee's public hearing in favor of the plan.

The issue of having a zoning plan in the township generated interest earlier this year after Northern Waste located a garbage transfer station along Highway 17 in an unzoned non-shoreland area.

While the company had to comply with state Department of Natural Resources regulations to locate the transfer station there, the town had no zoning regulations in place to prevent that type of land use on property located across the road from where people live.

“Over the last several years the town of Crescent has undergone tremendous growth and pressure,” Gobert stated in a letter to county supervisors. “While this growth has been good, some taxpayers remain concerned over possible future land uses along with potential negative impacts throughout all of Crescent township.”

Given the appeal for a company to locate in the township with the close proximity to Rhinelander, Gobert said the town isn't seeking county approval of the zoning plan to turn away businesses.

“We're not here to drive our businesses out,” he said. “We need our businesses.”

In addition to incorporating zoning regulations for non-shoreland areas so that the town would have a say in all future land use decisions, Gobert said the town board also backed some changes in the shoreland district, such as changing zoning from single family to general use, or vice versa.

Gobert conceded that changes likely would be made to the zoning plan after its adoption by the county board, but he also said comprehensive zoning needed to be in place to better manage non-shoreland areas.

Planning and Zoning Committee Chairman Bob Metropulos said the zoning plan the town submitted is a “good job starting out.”

County Planning Manager Steve Osterman recommended the plan's adoption.

“This is a proactive approach,” Osterman stated in his report to the committee. “Upon county board adoption of this request the town and the residents will then have an opportunity to evaluate and comment on proposed development projects.”
